Role summary

Design and launch the bank's credit proposition in Spain - credit cards first, then instalments and personal loans - on a processor-hosted issuing model, and make it defensible under Spanish consumer-credit rules. You bring the product, the risk and the implementation together: scheme membership and certifications, credit decisioning, billing and revolving mechanics, collections, and the conduct requirements Banco de España will test.

Key Responsibilities

  • Define the credit card and consumer credit product set (charge, revolving, instalments/BNPL at checkout), pricing and terms compliant with Ley 16/2011, Orden ETD/699/2020 and Banco de España Circular 4/2020, with APR benchmarking against Banco de España averages and usury case law.

  • Lead scheme and processor implementation: Visa/Mastercard membership model (affiliate vs. principal), BIN strategy, issuing processor selection and onboarding, STMP/Redsys certification, network certification, personalisation bureau, tokenisation (VTS/MDES, Apple Pay/Google Pay) and 3-D Secure ACS for SCA.

  • Design credit decisioning and limit management: affordability and solvency assessment, bureau data (ASNEF, Experian, CIRBE), scorecards, limit strategy, anti-fraud at application.

  • Own billing, statements, revolving and instalment mechanics, interest and fee computation, minimum-payment illustration and annual amortisation statements required for revolving products.

  • Define collections and recoveries, forbearance, and the customer-communication rules; integrate with core banking, GL, CIRBE reporting and the SEPA rails (SDD for repayments).

  • Lead PCI DSS scoping with Security (processor-hosted data, tokens), PCI PIN and PCI 3DS requirements, and the scheme risk/dispute programmes (chargebacks, fraud thresholds).

  • Run product and certification testing: authorisation, clearing and settlement cycles, billing cycles, dispute flows, wallet provisioning; pilot with employees and controlled customer cohorts.

  • Prepare the conduct evidence for Banco de España and the internal Consumer Duty-style outcome monitoring; handle complaints policy for credit products.

Skill Requirements

  • + years in consumer credit / credit card product management and implementation in Spain, including at least one end-to-end card issuing launch.

  • Expert knowledge of Spanish consumer-credit regulation: Ley 16/2011, revolving transparency (Orden ETD/699/2020, Circular 4/2020), CIRBE reporting, interchange caps (EU 2015/751 and Ley 18/2014), usury jurisprudence and its practical pricing implications.

  • Hands-on with Visa/Mastercard membership and certification processes, STMP/Redsys or Cecabank, issuing processors (Redsys, Cecabank, Worldline, Fiserv, Thredd or similar), card management and credit engines.

  • Credit risk lifecycle: decisioning, bureau integration, limit management, collections, provisioning inputs.

  • PCI DSS/PIN/3DS awareness sufficient to scope and lead assessments with Security; EMV 3-D Secure and SCA under PSD2.

  • Core banking and GL integration for credit products; SEPA Direct Debit as creditor for repayments.

  • Greenfield delivery experience in a licensed bank or payment/credit institution.

Strongly preferred

  • Instalments/BNPL at checkout, Bizum-linked or wallet-native credit experience.

  • Debit card issuing experience for the Year-1 launch.

  • Data and model governance for scorecards (explainability, EBA loan-origination guidelines).

Certifications

  • No mandatory personal certification; valued: PCI Professional (PCIP), scheme academy certifications, FRM/CFA for risk-heavy profiles.

Languages

  • Spanish: native or C1 - mandatory (customer documentation, Banco de España, Spanish counsel).

  • English: professional working proficiency (schemes and processors).

What success looks like in the first 12 months

  • Debit card in wallet at onboarding live at launch; credit card product approved by Risk, Legal and Banco de España conduct review.

  • Visa/Mastercard, STMP/Redsys and wallet certifications passed; PCI DSS scope agreed and first assessment scheduled.

  • Credit card pilot live with employees; billing, revolving and collections cycles proven; CIRBE reporting in production.

  • Zero conduct findings; pricing benchmarked and documented against usury thresholds.
