Job Summary

The Technical Project Manager L4 is responsible for leading large-scale AWS migration delivery with strong technical governance, programme management discipline and executive stakeholder ownership. The role is not limited to schedule tracking or PMO coordination. The person must understand AWS migration lifecycle, landing zone dependencies, migration factory execution, technical risk, architecture decision flow, cutover governance, hypercare readiness and delivery assurance across multiple migration pods.

This role acts as the bridge between delivery management and technical leadership. The Technical PM L4 works closely with the Migration Tech Lead, Cloud Architect, AWS stakeholders, Network SME, Automation/IaC teams, Migration Pod Leads, customer application owners and HCL delivery leadership to ensure that migration waves are planned, technically ready, governed, risk-managed and delivered according to agreed milestones.

Key Responsibilities

The person must be able to challenge delivery teams on readiness, dependencies, blockers, evidence, technical risks and mitigation plans.

The person is expected to convert technical progress into leadership-ready governance reporting while preserving technical accuracy.

Skill Requirements

  • Proven experience managing cloud, infrastructure or migration programmes with meaningful technical depth.
  • Strong understanding of AWS or Azure migration execution, migration waves, cutover governance and hypercare operations.
  • Ability to manage technical stakeholders and challenge readiness status with evidence-based questions.
  • Experience managing dependencies across architecture, network, security, servers, databases, application teams and operations.
  • Strong experience with project governance, RAID logs, milestone tracking, executive reporting, change control and delivery assurance.
  • Ability to produce crisp governance updates for leadership without losing technical accuracy.

Strong communication, negotiation, conflict management and escalation skills

Other Requirements

  • PMP, PRINCE2 Practitioner, PgMP or equivalent programme/project management credential.
  • AWS Certified Cloud Practitioner as minimum AWS certification (or Microsoft Certified: Azure Fundamentals (AZ-900)
  • AWS Solutions Architect Associate (or Microsoft Certified: Azure Administrator Associate) strongly preferred
  • AWS Solutions Architect Professional (or Microsoft Certified: Azure Solutions Architect Expert) - preferred.
  • Scrum Master, SAFe Agilist or Agile certification desirable.
  • ITIL certification desirable for operational governance and transition/hypercare context.
