Job Summary
We are seeking an experienced Commissioning Manager - BMS, IBMS & Structured Cabling to lead construction-readiness verification, testing, commissioning, integrated systems validation, and formal handover of controls and structured-cabling systems for the Odisha AI Data Center. The role will engage before mechanical completion to ensure that installed systems are testable, properly documented, and ready for safe commissioning.
The position will represent the Owner during commissioning and coordinate closely with the Commissioning Lead, independent Commissioning Authority, Owner’s Engineer, BMS and structured-cabling contractors, electrical and mechanical contractors, equipment OEMs, Network, Security, IT, and Operations teams. The successful candidate must be technically credible, evidence-driven, and capable of challenging unsupported readiness or pass claims while maintaining the project schedule.
Key Responsibilities
Key Responsibilities 1. Construction Readiness and Commissionability Review Review BMS/IBMS, structured-cabling, controls-network and system-integration installations during construction for completeness, testability, accessibility and maintainability. Verify approved shop drawings, coordinated services layouts, points lists, network architecture, cable schedules, patching schedules and sequences of operation. Confirm panels, controllers, sensors, actuators, gateways, servers, operator workstations, racks, patch panels and field devices are installed, labelled and powered correctly. Identify missing interfaces, incomplete builders-work, inaccessible devices, untested pathways and other conditions that could delay commissioning. Coordinate mechanical-completion and system-turnover criteria with Execution, QA/QC, contractors and OEMs. Reject premature test requests where construction completion and pre-functional evidence are inadequate. 2. Commissioning Planning and Governance Develop and maintain commissioning plans, system boundaries, test schedules, readiness checklists, test registers and turnover requirements. Define prerequisites, witness points, acceptance criteria, safety controls, roles, restoration steps and required evidence for each test. Coordinate commissioning activities with construction completion, power availability, network readiness, OEM attendance and operational milestones. Maintain clear responsibility matrices across BMS, EPMS, SCADA, fire alarm, security, leak detection, mechanical controls and structured cabling. Identify critical-path tests, resource constraints, temporary requirements and commissioning risks and drive mitigation. 3. BMS and IBMS Point-to-Point Commissioning Coordinate and witness controller checks, I/O validation, loop checks, sensor calibration, actuator stroking, device addressing and communications testing. Validate field-device installation, engineering units, ranges, scaling, polarity, alarms, status points and command responses. Verify BACnet, Modbus, OPC or other approved protocol integration between packaged equipment and supervisory systems. Confirm graphics accurately represent equipment, status, alarms, setpoints, operating modes and system relationships. Track missing, forced, overridden, disabled, stale or unreliable points to closure. Ensure all commissioning results are traceable to approved points lists and equipment identifiers. 4. Sequence of Operation and Functional Performance Testing Develop, review and execute functional test scripts against approved sequences of operation and Owner requirements. Validate normal, standby, maintenance, degraded and emergency control modes for cooling, HVAC, electrical and auxiliary systems. Verify alarm priorities, delays, reset behavior, escalation, operator messages, trends, command permissions and interlocks. Test lead-lag rotation, equipment staging, automatic restart, fail-safe positions and control stability under changing conditions. Coordinate tuning of loops and sequences and require regression testing after software changes. Ensure pass criteria are objective and supported by screen captures, trends, alarm records and witnessed results. 5. Cross-System Integration Coordinate BMS/IBMS integration with EPMS, SCADA, fire alarm, leak detection, access control, CCTV, generators, UPS systems, switchgear, CDUs, chillers, pumps, dry coolers, HVAC and water systems. Validate signal ownership, system-of-record responsibility, time synchronization, communication-loss behavior and alarm routing. Confirm critical fire, life-safety, power and cooling interlocks operate as approved without unsafe or conflicting commands. Identify interface gaps between packaged controls, BMS, IT networks and operational workflows. Coordinate retesting after interface changes or defects. 6. Structured Cabling Testing and Acceptance Coordinate inspection and acceptance of copper and fiber structured-cabling installations, containment, racks, patch panel
